Weekly update from St. Andrew & St. John

BY-LAW CHANGES
There were two special Parish meetings held on May 9 and May 23 to approve the proposed changes in the by-laws for St. Andrew & St. John.
Copies of the new by-laws are available in the church office.

Article III 3.2 (eliminate) "minister"  ("rector" is the appropriate term, we are all ministers.)
Article IV 4.3 (addition) "Wardens and Vestry members are expected to attend all meetings unless excused." (This is not currently a problem, but this indicates what is one of the responsibilities.)
Article IV 4.5 (delete) "...confirmed or received in the Episcopal Church, a communicant in good standing, and a stated contributor to and worshiper in this parish."
(addition) "...a communicant in good standing, a stated contributor to, and a resident worshipper in this parish for a minimum of three months per year." (This allows for current accepted practices in the wider Church. The addition allows for seasonal contributors, and not registered members, to be on the vestry.)
Article IV 4.8 (eliminate current 4.8) (if the change to 4.5 is accepted the current 4.8 is not necessary. It also helps to decrease the size of the vestry.)
Article IV 4.8 (replace 4.8 by adding proposed 4.8 as follows) "Meetings of the Vestry, annual Meeting, and Special Meetings of Parish may be conducted, fully or partially, by electronic means to include telephone or video conference. The Vestry shall determine methods of transmission for future meetings. These will be official meetings and any action taken will be considered valid exercise of the Rector and Vestry responsibilities."
Article IV 4.9 (addition as follows) "Voting at an electronic meeting, as proposed in 4.8, may proceed by voice vote, individual polling, or electronically, the method to be determined by the chair. Traditional rules of voting and recording will be observed. Voting on any matter to be considered will take place at the scheduled meeting."
Article IV 4.10 (addition as follows) "Notification of Vestry meetings will be posted on line at least seven days prior to the meeting to enable members of the congregation to attend electronically by notifying a warden or meeting coordinator so that a proper electronic invitation may be issued."
The proposed 4.8, 4.9, and 4.10 define and allow for new ways of communication and practice in the virtual electronic age.
